Yields on 2-Year Notes Fall: The average high yield was 6.99%, down from 7.57% at the last auction Jan. 24. It was the lowest rate since two-year notes sold for 6.88% on Oct. 25. The notes will carry a coupon interest rate of 6.88%, with each $10,000 in face value selling for $9,977.20. A total of $17.25 billion in notes were sold out of bids totaling $41.8 billion.
