Hearst Chairman Randolph A. Hearst has stepped down as head of the media company his father founded 109 years ago and was replaced by nephew George R. Hearst Jr. . . . Oakland-based Cost Plus announced an initial public offering of 2,800,000 shares of common stock at $15 a share.
