World IN BRIEF : RUSSIA : Chechen Rebel Chief Said to Rebuff Talks

An advisor to President Boris N. Yeltsin criticized Chechen rebel leader Dzhokar M. Dudayev for rebuffing the Kremlin’s proposal for talks, accusing him of standing in the way of efforts to end the war. Georgy Satarov spoke out amid new reports of bombings, fighting and failed efforts to contact Dudayev. Russian aircraft and artillery pummeled a village in southwestern Chechnya, and a Russian journalist was reported killed in the breakaway republic--the 16th journalist to die in the 16-month-old conflict.
