The government and rebels agreed to halt their 5-year-old civil war and appointed groups to draft peace and disarmament accords for the West African country. The breakthrough was announced after talks between President Ahmad Tejan Kabbah and rebel leader Foday Sankoh, a former political prisoner, in Ivory Coast. Henri Konan Bedie, president of Ivory Coast and broker of the talks, said the agreement was a “definitive cease-fire.”
